Starbase Rockford was designed to be the 'Hub' for the many faucets of the Black Hawk Star Trek Fan Association. It serves a a fictional base for the USS Black Hawk, to allow fan fiction stories and games to have a starting point. The following information is given as part of the USS Black Hawk Fan Fiction Project and is not considered cannon in the Star Trek Universe. 
Starbase Rockford, designated by the workers who help build the station, was originally a joint project of the Cha'ouw Empire and the Federation. Although it's similarities to the Starbase Four, Cascade Station, is apparent, it was designed as a much larger station, thus it's designation in honor of it's sister station: Cascade II Class. Although it is a combination of the Cardassian Terek Class Station (See Deep Space Nine) and Earth's Spacedock, it was completely constructed by the Cha'ouw Imperial Engineering Corps and Starfleet's Deep Space Engineering Corps.
Located right on the boarder of the two entities, the station was fist designated as Deep Space Zero-Two-One, and was changed to Starbase Four when that starbase was decommissioned and it's fleet, the Forth 'ArchAngel' Fleet was transfered to Starbase Rockford to join the Third Federation Alliance Fleet.
Starbase Rockford is home of over twenty five permanent dry-docks and over thirty mobile tenders of various shapes and sizes. Construction of Federation, Klingon and Romulan type starships and vessels are maintained around the clock and overseen by the Cha'ouwian Vice Commander, Starbase Rockford, currently Rear Admiral Stormclaw of the House M'KV'Y, while the operations of the station itself is overseen by the Starfleet Vice Commander, Starbase Rockford, currently Commodore Steven Keriz. Both are long time friends and co-workers of the current Commander, Starbase Rockford, Admiral Jeffery Higdon. The fact that these officers work so well together allows Admiral Higdon to oversee the activities within the Starbase Rockford Authorization Zone.
Starbase Rockford came under attack on the day the new Starbase Commander took command when an sabotage attempt occurred when nanonites where placed in the matter stream of the what was believed was the primary warp reactors. However the new designs placed the secondary warp reactors in this position and starbase personnel were able to eject the warp core and secondary reactor out before it exploded and avoiding any damage to the newly commissioned starbase. The culprit, who appeared to be the retired CPO of the Starfleet, was captured, however he had killed himself before he was captured. The true identities of the entity that sent the saboteur have yet to be found.
